NOTICE OF HEARING ON IMPROVEMENT
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN that the City Council of Prior Lake will meet at 7:00 p.m. on Tuesday, March 10, 2026, at the City Council Chambers, 4646 Dakota Street SE, Prior Lake, Minnesota, to consider, and possibly adopt, proposed assessments for the Northwood Road Area Street; Utility Improvements – Phase 1 Project, City Improvement Project 2026-01, pursuant to Minn. Stat. 429.011 to 429.111.
The area proposed to be assessed for the improvements is as follows:
Linden Circle NW from Northwood Road NW to east cul-de-sac; Knollridge Court NW from west cul-de-sac to Hawk Ridge Road NW; Knollridge Drive NW from Hawk Ridge Road NW to Northwood Road NW; Viewcrest Circle NW from west cul-de-sac to Northwood Road NW; Hawk Ridge Court NW from south cul-de-sac to Knollridge Drive NW; Hawk Ridge Road NW from Knollridge Drive NW to Northwood Road NW; Visionary Heights Circle NW from Hawk Ridge Road NW to north cul-de-sac; Tahinka Court NW from south cul-de-sac to Hawk Ridge Road NW; Tahinka Place NW from Hawk Ridge Road NW to north cul-de-sac; Lake Haven Court NW from west cul-de-sac to Northwood Road NW; Shady Cove Point NW from west cul-de-sac to Northwood Road NW; Lake Bluff Circle NW from west cul-de-sac to Northwood Road NW; Fremont Avenue NW from Northwood Road NW to 154 th Street NW (CR 82); Fremont Street NW from west dead-end to Fremont Avenue NW; Fremont Circle NW from west cul-de-sac to Fremont Avenue NW; Crystal Circle NW from west cul-de-sac to Fremont Avenue NW; Island View Road NW from Northwood Road NW to Fremont Avenue NW; Island View Circle NW from Island View Road NW to east cul-de-sac; and Island Circle NW from west cul-de-sac to Island View Road NW.
TOTAL COST: $6,675,705.27
AMOUNT TO BE ASSESSED BY THE CITY OF PRIOR LAKE: $1,624,376.00
The proposed assessments are on file for public inspection with the City Clerk at City Hall. Written and oral objections will be considered at the hearing. The City has adopted an ordinance allowing deferment of special assessment for homestead
property which is either:
(1) Owned by a person 65 years of age or older or retired by virtue of a permanent and total disability for whom it would be a hardship to make the payments; or
(2) Owned by a person who is a member of the state National Guard or other military reserves who is ordered into active military service, as defined in Minn. Stats. § 190.05, subd. 5b or 5c, as stated in the person's military orders, for whom it would be a hardship to make the payments.
The Finance Department should be consulted within thirty (30) days after the adoption of the assessment for procedure on requesting a deferment.
An owner may appeal an assessment to district court pursuant to M.S.A. Section 429.081 by serving notice of the appeal to the Mayor or Clerk within thirty (30) days after the adoption of the assessment and filing such notice with the district court within ten (10) days after service upon the Mayor or Clerk. No appeal may be taken to the district court, however, as to the amount of any assessment unless a written objection signed by the affected property owner, is filed with the City Clerk prior to the assessment hearing or is presented to the presiding officer at the hearing.
